West Midlands Police needed to accommodate 37% more staff in a modern, centralised Birmingham HQ whilst relieving the force of multiple building leases.
The newly refurbished Lloyd House accommodates over 1,100 members of staff, allowing significant economic savings to be made through the consolidation of other city centre leasehold premises.
The refurbishment has provided the force with a bright, flexible and IT focused working environment, fit for the requirements of modern-day policing.
The project was procured through our Major Works framework, since superseded by Major Works – England & Northern Ireland, part of our National Construction framework, which saved significant procurement time for the force’s commissioning team whilst ensuring certainty of scheme outcomes.
West Midlands Police’s administrative bases around Birmingham city centre, and the operational base of Steelhouse Lane police station, have relocated to Lloyd House to save millions of pounds and keep frontline officers on the streets, whilst bringing different operational functions and a range of departments under one roof.
The headquarters also saw a new police station open on the ground floor - the first in the central Birmingham area for decades.
Lloyd House has been the force's headquarters since 1974, supporting 800 staff from a range of departments. The scope of the refurbishment works included:
- Internal reconfiguration and refurbishment,
- Replacement and upgrade of building services,
- Over-cladding of the existing façade with an insulated render system,
- New windows.
The improved collaborative working environment for West Midlands Police staff includes open and flexible floor plans, allowing more staff members to be accommodated in the building.

Using our framework ensured social value and a legacy of community benefits were created during the project, which will still be felt long after its completion in Birmingham city and the local surrounding area.
