Following a detailed market consultation period, the framework has been designed to empower public sector organisations to shape their utilities consultancy projects and programmes, whilst offering leading contractors, collaborative contracts, performance measurement, and an accelerated direct award model that we operate.

The new framework will enable clients to achieve quantifiable community benefits by engaging with a local supply chain, using local labour, and creating wider employment, skills and training opportunities.

The framework will operate under a parallel lotting structure offering a choice of two contractors to deliver consultancy works.

The framework will run for a period of four years, with an option to extend for a further two years (+2 years).
